PLENARY MEETINGS OF THE SECOND SESSION OF THE VERKHOVNA RADA OF UKRAINE OF THE EIGHTH CONVOCATION WERE HELD ON TUESDAY, MARCH 3.
At the beginning of morning session, authorized representatives of deputy factions and groups took the floor with statements, announcements and proposals.
First Deputy Chairperson of the Verkhovna Rada of Ukraine Andrii Parubii
made several announcements after the speeches. He announced that the people’s
deputy Serhii Melnychuk joined the deputy group “People’s Will” and that the
following inter-faction deputy unions were established in the Verkhovna Rada of
Ukraine: “Ukraine – a Maritime State” (the people’s deputy Maksym Burbak was
elected head of the union); on liaison with the European Parliament “Ukraine –
European Union” (head - the people’s deputy Ivanna Klympush-Tsyntsadze); and
“Poltava Region” (head - the people’s deputy Andrii Reka). The people’s deputies got down to consideration of agenda items.
Several bills were included into the agenda: on amendments to article 28 of the Budget Code of Ukraine re access to information on budgetary figures in the form of open data (Reg. No. 2172); on amendments to several laws of Ukraine re access to public information in the form of open data (Reg. No. 2171); on amendments to article 73 of the Labour Code of Ukraine (re establishing a holiday – the Day of Defender of Ukraine); (Reg. No. 2187); on amendments to article 8 of the Law “On Social and Legal Protection of Military Men and Members of Their Families” (Reg. No. 2149); on amendments to article 1 of the Law “On Ukraine's Participation in International Peacekeeping and Security Operations” (Reg. No. 2081); on amendments to the Code on Administrative Proceedings of Ukraine (re fulfillment of court judgments re social payments to the citizens) (Reg. No. 2189); on amendments to the Law “On Electric Power” re peculiarities of regulating relations in the energy sector on the territory where state authorities temporarily do not exercise powers or exercise them partially (Reg. No. 2182).
Parliamentarians considered several bills in the first reading.
The draft law on amendments to the Law “On the Procedure of Making
Payments in Foreign Currency” re foreign exchange regulation and control (Reg. No.
2265) was reported by the Finance Minister Nataliia Yaresko. Chairperson of the Committee on Financial Policy and Banking Serhii Rybalka reported the Committee’s decision to recommend the Verkhovna Rada adopt the bill as a basis.
The people’s deputies made a lot of observations to the bill in the course of discussion.
The people’s deputy T.Ostrikova suggested upholding this bill as a basis
in case provisions the Ministry of Finance suggests including into article 4
for the period until January 1, 2016, are suspended.
Other speakers suggested refining the bill for the second reading.
Following the results of the voting, the bill did not receive enough votes and was rejected.
MPs demanded returning to this bill.
Oleh Liashko claimed "If you do not return to consideration of this bill, we will block the tribune".
People's deputy Serhii Pashynskyi said "one of the laws that can stabilize our financial banking system is today's bill. We can not continue working until the bill is adopted as a basis and in entirety", he stressed.
Volodymyr Groysman claimed that upon request of three factions he will put to vote the proposal on returning to the bill (Reg. No. 2265). If it does not receive enough votes, it will be further elaborated. He suggested submitting the bill for refinement to the specialized committee.
Faction of "People's Front" did not uphold this proposal and the Chairperson announced a 15 minute break, inviting faction leaders for a meeting.
After the break, Volodymyr Groysman informed that following the results of meeting with coalition factions, it was decided to hold a meeting of "Petro Poroshenko Bloc" factions, the Minister and respective experts where they will again discuss the bill under Reg. No. 2065. "After the discussion with the factions, we will consider it at the evening meeting at 4 p.m.", he said.
The Chairperson announced for consideration the bill on amendments to the Law of Ukraine "On organizing defence planning" in a new version (Reg. No. 1547).
MPs upheld the proposal of its consideration according to a simplified procedure.
At this time, people's deputies Oleh Liashko and Serhii Melnychuk got into a fight. Other MPs tried to break this fight.
The Speaker adjourned the morning plenary meeting.
At the beginning of the evening meeting, people's deputies continued sorting their relationship out. Leader of Radical Party Oleh Liashko was pushing leader of deputy faction "People's Will" Ihor Yeremeiev.
Volodymyr Groysman asked people's deputies to calm down. However, MPs did not react to this.
The Chairperson announced a 30 minute break.
The conflict continued.
The Chairperson adjourned the evening meeting.
